Borough Council Regular Meetings shall be held on the first and third Monday of each month, except when those Mondays fall on legal holidays. At those times meetings will be held on the Tuesday following. All meetings will begin at 8:00 p.m. at the Garabrant Center, 4 Wilson Street, Mendham, New Jersey.

PLANNING BOARD
The Planning Board is comprised of nine regular members and two alternates. Additionally, the Planning Board annually appoints a Planning Board attorney and a Planning Board engineer. The duties of the Planning Board are: aster Plan for the physical development of the Borough.
  • To administer the provisions of Chapter 195, Subdivision of Land and Site Plan Review, in accordance with the provisions of said ordinances and the Municipal Land Use Law.
  • To participate in the preparation and review of programs or plans required by state of federal law orTo assemble data on a continuing basis as part of a continuous planning process.
  • To annually prepare a program of municipal capital improvement projects projected over a term of six years, and amendments thereto, and recommend the same to the governing body. regulations.
  • To consider and make reports to the governing body as to any proposed development regulation submitted to it, and also pass upon other matters specifically referred to the Planning Board by the Mayor and Council.     BOARD OF ADJUSTMENT
    The Board of Adjustment is one of the two municipal sub-agencies that review applications for development and other questions and appeals related to the requirements of the Zoning Ordinance and the Subdivision and Site Plan Review ordinance. The other sub-agency is known as the Planning Board. There are some similarities between the matters that each Board handles and some specific differences. The most significant area of exclusive jurisdiction of the Board of Adjustment relates to what are called Use Variances. Generally speaking, a use variance involves a request for a structure or a use that is not permitted in a particular zone district.

    The Board is made up of seven regular members and two alternates, all of whom are residents of the community. The Mayor appoints them for terms of four years. The Board meets at 7:30 p.m. on the first or second Tuesday of each month to service whatever applications and requests have been filed. If you have further interest, please come and watch the Board at one of its meetings.

    BOARD OF HEALTH
    The Board of Health consists of five regular members. The Mayor recommends the members. The term is for three years, except in the case of vacancies, which are filled for the unexpired term. The Board of Health appoints a local Registrar of Vital Statistics, which are the Borough Clerk of Mendham Borough, a Secretary and a Sanitary Inspector. We contract with Bernards Township Health Department for our health services. Clinics sponsored by the Board of Health are: the SMA Blood Screening Clinic, Flu Clinic, Female and Male Cancer Screening, Skin Cancer Screening and Rabies Clinic. The Board of Health adopts rules and regulations for its own government and elects a President from among its own members.

    The Board meets the first Wednesday of each month (except July and August) at 7:30 p.m. in the Bowers Building, 6 W. Main St.

    ENVIRONMENTAL COMMISSION
    The Environmental Commission was created by ordinance for the protection and preservation of natural resources in the Borough. The Commission reviews site plans as they come before the various boards and makes recommendations to those boards. The Commission also undertakes projects to further the environmental objectives. It initiated the Open Space referendum to provide for the preservation of natural resources and has been instrumental in increasing pedestrian access throughout the Borough. The Commission works with the Borough's Public Works department to clean and improve public areas and has encouraged other public service groups such as the High School Environmental Club and the Boys and Girls Scouts to do similar projects.     OPEN SPACE ADVISORY COMMITTEE
    (OPEN SPACE, RECREATION AND FARMLAND AND HISTORIC PRESERVATION)

    Open Space is critical because it directly affects the character and quality of a community. Mendham Borough overwhelmingly supported Open Space when 74% of voters approved the creation of an Open Space Trust last fall. The Open Space Advisory Committee was appointed to develop an Open Space Plan for the Borough of Mendham. The Committee is responsible for making recommendations to the Borough Council for acquisition of land, development rights, conservation easements, historic buildings development of recreation sites etc.. The Committee will develop a prioritized list of properties from which its recommendations will be made. Acquisitions will be funded by the trust in conjunction with funds from grants and other monies. Meetings held second Thursday of each month.

    The Mendham Borough Recreation Committee serves as an advisory board to the Mayor and Town Council concerning Mendham Borough's recreational needs. Recreation meetings are held at the Phoenix House 7:30 p.m. the third Thursday of the month.

    CHIEF FINANCIAL OFFICER
    The Chief Financial Officer assists in the preparation of the municipal budget and maintains the budget after its adoption by the governing body. The Chief Financial Officer maintains all financial records of the Borough's accounts. Cash collected from the various boards and departments Is deposited by the Finance Office, and payments for all goods and services required by the Borough are processed through this department. The Chief Financial Officer is responsible for Investing Borough funds, and for arranging financing for Capital projects. Back
    BOROUGH CLERK'S OFFICE
    The Borough Clerk, Denise Fuchs, is one of the first people to contact when you have a question or a problem. The Clerk is the liaison between the governing body and rest of the Borough. She can answer your questions about local ordinances, recycling, building reservations, banners and Borough Council meetings. Every action taken by the Borough Council is recorded in the Clerk's office. Most records are open and available to the public. In Mendham Borough, the Clerk is also the Registrar of Vital Statistics. As Registrar, she is responsible for marriage licenses, and birth and death certificates. Have a question?     TAX ASSESSOR
    The duties of the Municipal Tax Assessor include the following major functions:
    • Discover and locate all real property and certain personal property used in business in the taxing district.
    • List and describe the property in a systematic, comprehensive manner.
    • Determine taxability based on a wide variety of tax exemption and tax deduction statutes.
    • Value all real property through appraisal of each property based on 100% of true market value.
    • Determine, with the Director of the Division of Taxation, State of New Jersey, a ratio of true value to assessed value.
    • Maintain tax equalization via district revaluation programs for purposes of distributing State Aid to schools.
    • Defend assessments upon appeal.

    TAX COLLECTOR
    The Tax Collector is an appointed official of the municipality. The Tax Collector is charged with the duties of Billing, Collection, Reporting the status of collections to the Governing Body on a monthly basis plus a complete Annual Report of all activities of the Office of the Tax Collector and Enforcement of unpaid liens (delinquent taxes) by the imposition of interest charges; Tax Sale and ultimately Foreclosure if it becomes necessary.     ZONING OFFICER
    The Zoning Officer is an appointed official of the Borough of Mendham who is charged with the responsibility of interpreting and enforcing the Zoning Ordinance of the Borough of Mendham. Additionally, the Zoning Officer reviews all applications for building permits for the placing, erection, construction, alteration or addition of any building, structure or sign to insure compliance with the Zoning Ordinance. The Zoning Officer is also responsible for issuing permit in conjunction with the erection of fences in the Borough. Back
